As a new Gen gamer we all are just biased towards two things Resolution and Fps,Mostly gamers just want 1080p and solid 60fps on every game but that's quite difficult to achieve and it is not that worthy according to most of the Developers.Recently The Division has been announced on E3 , Game is extraordinary awesome and have jaw dropping visual.
Massive team is targeting for 30 fps in the gameplay to maintain level of details,impression of destruction and the beauty of game.
Massive's polfeldt exchanged these words with Gamespot:
"I think we're shooting for 30fps because it's a trade-off, right? Graphical fidelity and immersion are more important to us than the frame-rate," Polfeldt said. "If we go for [60fps], we'll have to make a trade-off on fidelity and other things, but because we want to have very, very complex destruction and extremely detailed environments; a complete weather system, full day/night cycle … at some point you have to make up your mind: where do you invest? And for us, it's going to be 30fps."As it is quite clear from their words all platforms would be locked to 30 fps to maintain Awesomeness of the game,Well yet pc gamers can override the settings via 3rd party applications still most of the gamers would go for 30 fps.And about the resolution of game in new gen consoles have not been confirmed yet...
